You can consider governance as a sentiment which has been strengthened during our development process. After all, who does not want to get his point, does not want to raise his status further.

Talking about the goal of governance, it is; To make arrangements to control the country, province, place, institution or organization etc. in such a way that anarchy does not arise in any way. In any country, the king, general , president or group of ministers runs the rule there. 

In Arabic, हुक़ूमत is used for this. And there are many words for this in English, which are used in different contexts, such as rule, regime, governance, domination, gubernation and masterdom etc.

Keeping someone under control and getting him to do things according to his will is also to rule; For example, his family rules over him. 

The method of governing a country or a state is called a system of governance and the principle on which the system of governance is done is called governance system .

So much so that we have understood that what is called a rule, now you yourself think that if a ruler has said something, or has given a decision, then why should people obey it. They are just a few people who decide the rules, or give the verdict, then why does the public listen to them.

This is because the public knows that if we disobey or refuse to obey the rules laid down, we will have to face the consequences, may be imprisoned or may be fined.

Obviously, a handful of people who run the government will not do all these things. All these things will be done by someone among us who has taken the responsibility of implementing the words of the ruler or has taken an oath. These people are called administrators and what they do is called administration .

That is, administration is a part of the government, whose main purpose is to make arrangements for work and to follow the rules. In other words, it is administration to translate the rights and duties of citizens into action .

The history of administration is very old, in the “Arthashastra” written by Chanakya, administrative activities and administrative values ​​have been discussed in detail. Its glimpse can be seen in the administration of the Maurya rule. So it means to say that both governance and administration are seen together or rather that administration is a fundamental element of governance.
