All these things will be done by someone among us who has taken the responsibility of implementing the words of the ruler or has taken an oath. These people are called administrators and what they do is called administration .
That is, administration is a part of the government, whose main purpose is to make arrangements for work and to follow the rules. In other words, it is administration to translate the rights and duties of citizens into action .

The history of administration is very old, in the “Arthashastra” written by Chanakya, administrative activities and administrative values have been discussed in detail.
